PHILOSOPHY

My practice philosophy is simple – to provide the best legal services at reasonable rates for my clients. As an adoptive parent, I truly understand the financial costs of adoption as well as the emotional strain which often exists during the adoption process. It is my objective to provide not only the best legal work to my clients, but also very fast turnaround times coupled with personalized service. It is my goal to have a draft of your legal documents in the mail to  you within one week from the time I receive the necessary documents from you, if not sooner. Once I receive your approval and signature on draft legal documents, I will send them for filing with the Court within two business days. Adoption can be fraught with delay, but no delay will be caused with respect to things within my control. References are available from former clients upon your request.

FEES

Generally, my fees are listed below. Individual circumstances may cause these to change. I reduce my fees substantially for adoption of two more children. I also discount subsequent adoptions by families with whom I have previously worked. As discussed more fully in the Adoption Tax Credit section of this website, a significant tax credit is available for qualifying families. This federal tax credit is currently worth more than $10,000 per child.   Similarly, West VIrginia offers a $2,000.00 tax credit for qualifying families.

International Adoption

I have two fee structures for international adoption legal work. If your child was issued a final adoption decree from his or her birth country, the “readoption” may be accomplished under the international adoption statute. If your child came home without a final adoption decree (such as what typically occurs in Korea and Thailand) we will file the adoption under the domestic statute which requires more work, a hearing, and a longer time frame.

Recognition of foreign adoption decree under the international adoption statute
- $755.00 ($600 in legal fees and $155.00 in court filing fees). These fees are the same, regardless of the County in which you live.

International adoption under the domestic statute - $1150.00 ($1000.00 in legal fees and $155.00 in court filing fees). In counties other than Kanawha County, an additional fee will be charged for travel time to and from the hearing at a reduced rate of $125 per hour, this fee includes all travel expenses.

 
Step-Parent Adoption

If the other biological parent’s rights are already terminated - $1125.00 ($970.00 in legal fees and $155.00 in court filing fees). In counties other than Kanawha County, an additional fee will be charged for travel time to and from the hearing at a reduced rate of $152 per hour, this fee includes all travel expenses.
 
If the other biological parent will agree to sign papers consenting to the adoption and/or terminating his/her parental rights - $1255.00 ($1100.00 in legal fees and $155.00 in court filing fees). In counties other than Kanawha County, an additional fee will be charged for travel time to and from the hearing at a reduced rate of $125 per hour, this fee includes all travel expenses.

If you need me to attempt to terminate the other biological parent’s parental rights in connection with the adoption proceeding - $1525.00 ($1370.00 in legal fees and $155.00 in court filing fees). In counties other than Kanawha County, an additional fee will be charged for travel time to and from the hearing at a reduced rate of $125 per hour, this fee includes all travel expenses.   You will also be responsible for all other expenses (such as service of process).

Foster-Care Adoption

DHHR may pay or reimburse you for your legal fees and costs up to $1000.00. I will agree to cap your fees at that reimbursed rate of $1000.00. You will need only pay the filing fee of $145.00. If you are adopting more than one child through DHHR, I will reduce my fees so that you need not pay the filing fee at all. I will work tirelessly and advocate on your behalf throughout the process.  In counties other than Kanawha County, an additional fee will be charged for travel time to and from the hearing at a reduced rate of $125 per hour, this fee includes all travel expenses.
